ARTICLE IV. MEETINGS
Section 1. GENERAL COUNCIL MEETINGS
a) The first General Council Meeting shall be on the first Saturday in April. This meeting is for the purpose of updating the General Council on all tribal business, fund proposals, grant funds, community funds and the overall budget status, as well as for the purpose of updating the citizenship regarding citizenship assistance.
b) The annual election of Tribal Council Member positions that have expired shall occur on the date of the the first General Council Meeting, with polls open on the day of and at the location of the General Council Meeting, to be determined by the Tribal Council. Absentee ballots will be counted if received by the close of the polls.
c) The General Council will be notified thirty (30) days in advance of the meeting time by posting at the Reservation Tribal Office, newsletter and such other methods as the Tribal Council deems appropriate.
d) The second General Council Meeting will be on the first Saturday in October. This meeting is to inform the Citizenship on tribal progress, identify programs in operation, the goals and objectives of the tribe, review of the overall budget, and for any other purposes properly noticed pursuant to the General Council Meeting Ordinance.
e) The General Council shall be notified fifteen (15) days in advance of the meeting time by posting at the Reservation Tribal Office, and such other methods as the Tribal Council deems appropriate.
Section 2. SPECIAL GENERAL COUNCIL MEETINGS
a) A Special Meeting of the General Council may be called by:
i. the Chairperson and two (2) Tribal Council members; or,
ii. Four (4) Tribal Council members; or
iii. By a petition signed by at least twenty (20) Citizens of the General Council. Any such request must be in writing and signed by all persons making the request and must specify why a Special Meeting is being called. At least 15 of the signatories must include their address and phone numbers so that the legitimacy of the petition may be verified.
b) Citizens shall be notified fifteen (15) days prior to said meeting by posting of meeting date, time and location at the Reservation Tribal Office.
c) All Special Meetings shall conform to the General Council Meeting Ordinance.
Section 3. QUORUM OF THE GENERAL COUNCIL
A quorum of the General Council shall consist of no less than twenty-five (25) Tribal Citizens. No business shall be transacted at any meeting of the General Council unless a quorum is present. Once a quorum is established, business must be conducted regardless of the number of General Council members who remain present for the entirety of the meeting.
Section 4. GENERAL COUNCIL MEETING STATUTE
a) All meetings of the General Council shall be conducted in accordance with a General Council Meeting Ordinance approved by the General Council.
b) The Election of Tribal Council members shall occur at the same time as the General Council Meeting in April. The polling place shall be open for a minimum of 4 (four) hours at a time and place to be determined by the Tribal Council through an Election Ordinance. Absentee ballots will be collected from the P.O. Box by 2:30 p.m. on the day of the election.
Section 5. TRIBAL COUNCIL MEETINGS
Tribal Council meetings shall be held on the second Monday of every month at the Tribal Community Center or at other such location as properly noticed and determined by the Tribal Council.
Section 6. SPECIAL TRIBAL COUNCIL MEETINGS
a) A Special Meeting of the Tribal Council may be called by:
i. The Tribal Chairperson; or
ii. By at least three (3) members of the Tribal Council; or
iii. By a petition signed by at least twenty (20) Citizens of the General Council. Any such request must be in writing and signed by all persons making the request and must specify why a Special Meeting is being called. At least 15 of the signatories must include their address and phone numbers so that the legitimacy of the petition may be verified.
b) The Tribal Council and General Council shall be notified seven (7) days prior to said meeting by posting of meeting date, time and location at the Reservation Tribal Office.
Section 7. TRIBAL COUNCIL QUORUM
No business of the Tribal Council shall be transacted unless a quorum is present. A majority of the Tribal Council Members shall constitute a quorum.
