ARTICLE XII. DUTIES OF OFFICERS

a) The Chairperson of the Tribal Council shall preside over all meetings of the Tribal and General Council, appoint all committees (subject to the approval of the Tribal Council), make recommendations to the Tribal Council regarding tribal business transactions, and shall perform all other duties of the Chairperson and exercise any authority delegated to him/her by the Tribal or General Council pursuant to the Constitution.

b) The Chairperson or anyone acting in the capacity of the Chairperson may vote only when there is a tie vote by the General or Tribal Council.

The Vice-Chairperson of the Tribal Council shall assist the Chairperson when requested to do so; and in the absence of the Chairperson, he/she shall have all the rights, privileges and duties, as well as the responsibilities of the Chairperson. The Vice-Chairperson will conduct meetings in the Chairperson’s absence in accordance with the Constitution. Any vote cast by the Vice-Chairperson shall count as only one (1) vote.

The Secretary of the Tribal Council shall keep or cause to be kept the minutes of all regular and special meetings of the Tribal and General Council. The Secretary shall be responsible for calling the roll. Other duties shall be spelled out in an appropriate ordinance.

a) The Treasurer shall be present at all meetings of the Tribal Council and General Council unless a serious emergency force him/her to miss such meetings.

b) The Treasurer is responsible for presenting to the Tribal Council a quarterly report of all funds; the Treasurer will work in conjunction with the Fiscal Manager.

c) There shall be at least four (4) check signers approved by the General Council at the April meeting. If the Treasurer is unavailable, checks will be signed by two of the remaining three (3) authorized check signers of the Tribe. No checks or vouchers drawn on tribal funds will be approved except by the Tribal Council or as permitted by written policies or resolution prepared by the Tribal Council in conjunction with the Fiscal Manager. No checks or vouchers will be signed except upon showing of the proper identification and documentation.
