A. Authority of Individuals to Act on Behalf of the Tribe. The Tribal Council takes action as a body. No individual Tribal Council member can act as an individual to represent the Tribal Council or the Tribe in any capacity unless:

1. The Tribal Council member is acting within the general scope of the authority given by the Tribal Council; or

2. The Tribal Council has authorized the individual Tribal Council member to act individually on the Tribal Council’s behalf and he/she is acting within the scope of the authority.

B. Interfering With Tribal Programs, Businesses or Employees.

1. Tribal programs and businesses shall be free to operate without interference or intimidation from individual Tribal Council members.

2. Any Tribal Council member who attempts to individually interfere with the management or operation of any Tribal program or business or who attempts to direct any Tribal employee is acting beyond the scope of his/her authority as a Tribal Council member, unless he/she has been instructed to take such action by the Tribal Council.
