Pursuant to Article IV of the Constitution, the General Council has powers and authority to call and to transact business at a special meeting.

A. Special meetings of the General Council shall be called by the Tribal Chairperson upon the receipt of:

1. A written request signed by the Tribal Chairperson plus two Tribal Council members;

2. A written request signed by at least four Tribal Council members;

3. A written request signed by at least 20 voting citizens of the Tribe. Such request must be in writing and signed by all persons making the request, and must include addresses and phone numbers of at least 15 signatories.

B. Forms for requesting a special meeting of the General Council shall be made available at the Reservation Tribal office.

C. Written requests for a special meeting must be submitted to the Secretary of the Tribal Council for a determination of validity pursuant to the requirements of this chapter and the Constitution.

D. If a written request calling for a special meeting is determined to be valid after review by the Secretary of the Tribal Council, the Chairperson shall call and schedule a special meeting within 30 days of receiving such request. The Chairperson is required to notify Tribal citizens at least 15 days in advance of the special meeting by posting notice of the special meeting at the Reservation Tribal office and by such other means as they deem necessary.

E. If, however, the Chairperson does not call the special meeting or if the Chairperson fails to provide at least 15 days prior notice of such meeting, the Vice-Chairperson or next ranking officer shall exercise the authority to call the special meeting; and if no other Tribal Council member calls for said special meeting, then, in order, the Election Board, if one is established, the Tribal Court or the citizenship committee of the Tribe shall proceed to call, give notice of, and conduct the special meeting.
