A. Procedures. This section establishes an order and procedure for General Council meetings. Pursuant to this chapter and the Constitution, agendas for General Council meetings must be prepared and posted prior to the scheduled meeting.

B. Agenda Order for General Council Meetings. The general agenda order for General Council meetings may be, but is not required, as follows:

1. Call to order:

a. Opening prayer;

b. Roll call to establish quorum;

c. Approval of agenda;

d. Approval/correction of previous meeting minutes

e. Tribal updates;

f. Staff recommendations and updates;

g. Council members and committee reports;

h. Economic development updates;

i. Unfinished business;

j. New business;

2. Announcements;

3. Adjournment.

C. Suspension of Order of Business. The regular order of business may be suspended by a majority vote of the General Council for the accommodation of persons present, or for any other purpose.

D. Items Not on Agenda of General Council Meeting. No final action may be taken by the General Council on items not properly noticed pursuant to this chapter. However, as time and order of business permits, the Tribal and General Councils may exercise the following discretion on items not on the agenda:

1. If time and order of business permits, address the matter as only a discussion item under new business. Discussion may include General Council citizens suggesting possible interim decisions or actions the Tribal Council could take concerning the matter prior to the next General Council meeting. However, other than suggesting the appropriate Tribal Council action, the General Council must refrain from taking any direct action until the matter can be properly noticed and placed on the agenda for consideration during an upcoming regular or special meeting of the General Council; or

2. Refer the matter to an appropriate Tribal committee, board, agency, or staff; or

3. Decline from hearing the matter altogether or from taking any action until the next regularly scheduled General Council meeting, in which case the matter may be properly noticed and placed on the agenda for that meeting. [Adopted 4/7/07 § 8.]
