Commissioners shall serve for a term of three years, with no limitation as to the number of terms served, except that in the initial appointment of Commissioners, in order to establish staggered terms, one Commissioner shall serve a three-year term, one shall serve a two-year term, and one shall serve a one-year term for the initial appointment terms only.
