“Appellant” means a person who is appealing from the Council’s decision to reject an application for enrollment.

“Applicant” means the person seeking to be enrolled or adopted.

“Enrollment committee” means a committee established by the Wiyot Tribal Council for the sole purpose of establishing rules and regulations governing enrollment procedures.

“Sponsor” means the executor or administrator of the applicant’s estate, the appellant parents, recognized guardian, next friend, next of kin or the applicant’s spouse or other person authorized to file an application for enrollment on behalf of another person as the applicant.
