“Approved site” means a site permitted and approved by the Wiyot Tribe or designee as a site for disposal of solid waste.

“Designee” means the designated enforcement agency with which Wiyot Tribe has a memorandum of agreement.

“Permitted contractor” means a person who has a valid permit from the Wiyot Tribe or designee to recover and transport solid waste.

“Person” means any public or private corporation, company, partnership, firm, association or society of persons, or entity, including governmental entities, as well as a natural person.

“Solid waste” means all putrid and nonrecyclable solid and semisolid wastes, including any garbage, trash, rubbish, sludge, ashes, dead animals, abandoned vehicles, infectious wastes, hazardous wastes, manure, street and parking lot cleaning residues, industrial wastes, and other waste material, but not including domestic sewage.
