General Council citizens have the following rights in meetings of the General Council, subject to the restrictions as noted:

A. Right to take notes at all General Council meetings, unless there is a finding made by a majority of the Tribal Council that such recording would constitute a disruption of the meeting.

B. Right to present oral comments at any regular General Council meeting, on any matter over which the General Council has authority, subject to the following restrictions:

1. The Tribal Chair, with concurrence by the General Council, may exclude all persons from a meeting where a disturbance has been created and the meeting cannot continue unimpeded in the presence of such persons; and

2. The Tribal Chair can limit the total amount of time allotted for testimony by the general citizenship on a particular issue and for each individual speaker. [Adopted 4/7/07 § 7(h).]
