If the alleged violator fails to appear at an exclusion hearing and does not have good cause as determined by the Tribal Council excusing the failure to appear, then the alleged violator shall be deemed by the Tribal Council to have waived his or her right to an exclusion hearing and shall abide by the terms of the final decision of the Tribal Council, including but not limited to, the exclusion of such person from Tribal lands.
