If the person sought to be enrolled is deceased, a minor or other person in need of assistance, a member of the Armed Services of the United States Government and/or members of their immediate families who are stationed outside the continental United States, an application for enrollment shall be completed and filed by the executor or administrator of the applicant’s estate, the applicant’s parents, recognized guardian next friend, next of kin, or by the applicant’s spouse as the sponsor of such person.
