A. Meeting notices must include the date, time and location of the General Council meeting.

B. The purpose of the meeting agenda is to inform and give advance notice to all citizens about the subject matters under consideration so that the citizens may have sufficient time to consider, comment upon and make informed decisions.

C. The agenda must list each of the items to be discussed or transacted at the meeting. To protect the rights of all Tribal citizens to have actual notice and to knowingly participate in the decisions of the Tribe, no final action may be taken at a General Council meeting except with respect to issues appearing on the meeting agenda.

D. Citizens may request the inclusion of agenda items by making a written request to the Tribal Council at least 35 days in advance of an annual or semi-annual meeting; or at least 20 days in advance of a special meeting. General Council citizens may also orally request that an item or matter be included for discussion, or when appropriate, as an agenda item, in a future General Council meeting during the course of any meeting of the General Council or Tribal Council.
